Job Summary/Basic Functions

The Manager of University Policy Development and Administration serves as the University Policy Designee and is responsible for leading the development, implementation, and communication of the University’s policies. The Manager will oversee all policy lifecycle processes; research as well as analyze a variety of existing and anticipated policy issues; regularly collaborate with and disseminate information to stakeholders, including but not limited to faculty, staff, University administrators, and the Board of Regents; and, make recommendations as needed to ensure strategic and effective policy design and implementation. In addition, the Manager collaborates with Academic Affairs as needed in all aspects of the University’s academic policies and procedures. The Manager also performs a variety of additional professional duties in support of the Office of University Counsel and Compliance.

Minimum Qualifications

Education: Advanced Degree required with preference for a Master’s Degree in Law, Business, Industrial Organizational, Psychology, Public Administration, or related field.

Experience: At least one (1) year of related (e.g., policy, law, legislative, or higher education) experience is required.

• Familiarity with University structures, policies, regulations, and procedures.
• Outstanding writing and research experience.
• Demonstrated ability to work independently and evaluate data, assess alternatives and formulate logical and sound recommendations.
• Excellent planning and organizational skills to prioritize multiple projects under pressure and shifting demands, and to meet critical deadlines.
• Advanced analytical, problem solving and counseling skills.
• Proven ability to understand and handle political and practical ramifications of recommendations and act with tact and diplomacy.
• Possess excellent interpersonal skills.
• Ability to maintain highest level of confidentiality.
• Strong commitment to teamwork and customer service.
• Demonstrated skill in using software applications including spreadsheet, word processing, and database applications, preferably of Microsoft

  • 60% - Leads all lifecycle stages of all University Policies. • Serves as the University Policy Designee, manages the day-to-day processes related to University Policy, and implements best practices in policymaking; • Responsible for leading the development, implementation, and communication of all University Policies in accordance with established University processes and industry best practices; • Maintains thorough, accurate, and complete policy records, including but not limited to current University Policies as well as historical records, according to University Policy and/or applicable laws; • Maintain confidentiality of records and processes where appropriate and as may be required by University Policy and/or applicable laws; • Engages in research and analysis, including but not limited to staying abreast of current policy language and proposed/enacted changes at other Kentucky public post-secondary institutions as well as at colleges and universities that serve as “benchmark” institutions for the University’s policymaking processes; • Identifies, forms, and leads drafting teams to evaluate issues and propose new or updated language for University Policies; • Reviews existing University Policies on an ongoing basis to anticipate Leads all lifecycle stages of all University Policies. • Serves as the University Policy Designee, manages the day-to-day processes related to University Policy, and implements best practices in policymaking; • Responsible for leading the development, implementation, and communication of all University Policies in accordance with established University processes and industry best practices; • Maintains thorough, accurate, and complete policy records, including but not limited to current University Policies as well as historical records, according to University Policy and/or applicable laws; • Maintain confidentiality of records and processes where appropriate and as may be required by University Policy and/or applicable laws; • Engages in research and analysis, including but not limited to staying abreast of current policy language and proposed/enacted changes at other Kentucky public post-secondary institutions as well as at colleges and universities that serve as “benchmark” institutions for the University’s policymaking processes; • Identifies, forms, and leads drafting teams to evaluate issues and propose new or updated language for University Policies; • Reviews existing University Policies on an ongoing basis to anticipate changes that may be necessary or desirable to ensure legal compliance as well as to improve processes, information flow, and operational effectiveness in accordance with best practices; • Receives and addresses questions and concerns about policy, legal, and/or compliance as able and refers such as appropriate to others in the Office of University Counsel and Compliance for further action; and, • Assists the attorneys in the Office of University Counsel and Compliance investigate reports of University Policy non-compliance, which may include assisting as requested with interviewing parties, gathering information, determining the facts of a case, and reporting on findings with recommendations for corrective action to ensure future compliance. - (Essential)
  • 20% - Fosters communication and collaboration with University stakeholders on legal and policy matters. • Maintain regular contact with University leadership, including the President’s Cabinet as well as the Board of Regents, as well as co-workers, peers, students, parents, alumni, public officials, professional organizations, media, vendors, other Universities, and federal and state agencies; • Attends all meetings of the University’s Board of Regents, the Faculty Senate, and Staff Council and provides written or verbal updates at such meetings as invited and able; • Networks and attends other meetings, trainings, and events on and off campus as requested and able; • Collaborates with University employees, constituents, and stakeholders who may be involved in policy development and implementation, including but not limited to conducting post-implementation follow-up to ensure successful functioning of policies; • Ensures the accuracy and thoroughness of University Policy information provided on the University’s website and uses a variety of mechanisms to compile, summarize, and provide written and verbal policy-related updates to University stakeholders; • Assists attorneys in the Office of University Counsel and Compliance with Open Records requests or other legal orders or mandates to produce policy-related records; and, • Informs, in partnership with attorneys in the Office of University Counsel and Compliance, University administration and impacted constituents of legal and policy changes and assists in properly implementing changes, including but not limited to identifying impacted University Policies. - (Essential)

  • 10% - Ensures the effective operations of the Office of University Counsel and Compliance by performing other duties as assigned, • Completes professional development activities to enhance knowledge, skills, and abilities; • Provides backup coverage and assistance to other employees as required or requested; • Offers to assist others in the Office of University Counsel and Compliance to effectively handle workload; • Cross-trains others and receives cross-training to enhance skills as appropriate; • Acts at all times in compliance with contracts, laws, regulations, and University Policies; and, • Completes special projects and other duties as assigned. - (Essential)
